In 1980, during the first referendum campaign, the federal government promised its people to review the Canadian constitution so it is more adapted to the specific reality of Quebec. You should know that in 1982, the Prime Minister of Canada, Pierre Elliot Trudeau, repatriated the Canadian Constitution, without the agreement of Quebec.
In 1986, the new Prime Minister of Canada, Brian Mulroney, was from the province of Quebec. He was trying to get Quebec’s approval for the constitutional amendment, which resulted in the Meech Lake Accord. The purpose of this agreement was to find common ground between the federal government and the provincial governments in order to modify the Constitution so that Quebec finally adheres to it.
If the Meech Lake Accord had been accepted, Quebec would have been recognized as a distinct society and the powers of the provinces would also have been strengthened. However, two provinces (Alberta and Newfoundland) ultimately refused this agreement. The failure left many Quebecers with a feeling of rejection of Quebec on the part of English Canada.
