Hey!
It's simply an example of a periodic decimal number converted into a fraction. If you go on your calculator and try dividing 3 by 11, you'll see it gives you 0.272727272727 (with 27 repeating infinitely), or 0.27 periodic. It's the exact same thing with, for example, 10 divided by 3, which gives 0.333333 aka 0.3 periodic.
