Parent is plural but not possessive.Children already is the plural form of child.Healths and safeties need to be in their singular form.« A » in front of a singular noun that starts with a vowel is written « an ».Mesure needs to be plural.Welfare is singular.Issue needs to be plural.For a better understanding of the rules, I invite you to consult our concept sheets on nouns and articles.
