Canada was part of the Western Bloc (an ally of the United States) during the Cold War.
Canada participated in a race against the USSR to gain territory in the Arctic. In fact, Canada and the USSR shared a common border : the Arctic. The two countries wanted to own this territory in order to have the Northwest Passage, favoring transport and trade. This territory was not inhabited, which made it easy for a nation to take possession of it.
A race for the possession of territory therefore followed. The Canadian government created an army corps made of Inuits in order to occupy the Arctic territory and to preserve the territories already acquired by Canada.
This occupation of the Arctic by Canada also favored their American ally, because the United States were able to install a radar network there in order to detect a possible approach of the USSR.
