    In this situation, let's say that the 100w lamps are the variable x. The equation is :

    $$x \leq \frac{2}{3} \ sum$$

    Here the sum is the total number of lamps. You can write as the sum of all the variables that represent the number of a type of lamp. Also, the is used because x at most is equal as the 2/3 of all the lamps.
