    Hi!

    The first one means that he doesn't understand the spanish language. But the second sentence means he doesn't understand the Spanish(person living in spain).

    There's a slight difference between the two sentences.

    For the first one, it means that the person doesn't understand the spanish language in general.

    The second sentence is referring to something more specific. This could be like he doesn't understand the spanish written in his book or the spanish someone spoke to him.
