      To answer this question, you could use a few analytical criteria. You could discuss the ethics of helping or not helping a country at war (to save human lives for example). You could also discuss the resources donated and the impact this has on the donor countries. Another criterion could be the global conflicts caused by helping one country, enemy of another.
