    Good evening!

The Constitutional Act of 1791 is a law passed by the British Parliament which divides the Province of Quebec into two; Upper and Lower Canada. This came into effect on December 26 1791 until 1840. The territory of British North America was then reorganized.

As the majority of the inhabitants of Lower Canada are French-speaking, the civil laws are French and the criminal laws are English. In Upper Canada, the population is governed by English civil and criminal laws.

Hope that answers your question! :)
