The creation of the Company of One Hundred Associates by Cardinal Richelieu can be explained by the fact that the settlement of New France was a failure. It is very sparsely populated, while King Louis XIII wants to populate the colony.
The Company of One Hundred Associates, supervised by the French State, received the monopoly of the fur trade. In return, their mandate was to develop the colony, in particular by installing 4,000 settlers there in 15 years, and to evangelize the Indigenous people.
