My teacher asks me to come up with a question and then make an introduction and a developmental paragraph about it. I'm confused about how my paper should be written. What should it be composed of? (e.g. should I put the lead, question and split topics in the intro?...)

If it's an explanatory text (which is generally required in secondary 3), yes it takes that in the intro. However, your teacher would be the best person to consult in order to be sure of what she expects from your text, since she is the one who will evaluate it.
