Here the two numbers are negatives, so the answer will be positive.
You make the operation without the signs (16÷2) then check the signs and put it accordingly.
16÷2=8, two negative numbers so the 8 is a positive number so -16 ÷ -2 = 8

When dividing and multiplying numbers with negative signs, you need to take account the rule of signs :

In your cas, since the two numbers are negative, the answer is gonna be positive. Then you can divide and keep the answer positive.

When you are doing multiplications and divisions, 2 positive numbers always give you a positive answer, 1 negative number and 1 positive number give you a negative answer and 2 negative numbers give you a positive answer.

When both numbers you divided are positive or negative, the answer will be always positive. But if your numbers have different signs (one positive and the other negative) the answer will always be negative. Same rule for multiplication.
