To measure length in decimals, I look at the cm.

Since the measurement exceeds the 7 cm line but does not reach the 8 cm line, I know that the whole part of my answer is 7.

Next, I look at the mm.

Since the length of the line ends at 4 mm after the 7, the answer is 7.4 cm, which is equivalent to 74 mm.
